Explanation

From Ishiyakushi, the Tōkaidō highway heads to Suzuka River then turns upstream, arriving at Shōno. The scene depicts travelers caught in a torrential rain on the highway near the Shōno lodging station, about three kilometers from Ishiyakushi.
